《中国世界遗产地保护和管理》项目自2007年启动以来已开展三期,项目四期(2021-2024)将在延续和深化三期重点活动的基础上,紧扣联合国与中国《2021-2025可持续发展合作框架》中“以人为本 共同繁荣”“保护地球”“伙伴关系”三大优先事项,对标中国“十四五”时期乡村振兴战略和联合国2030年可持续发展议程相关目标,力争为阐明文化作为中国经济、社会和环境可持续发展的推动力提供确凿的经验支撑,并提炼可在国际范围内分享并应用的优秀实践和案例。

联合国教科文组织驻华代表处主任夏泽翰教授在开幕致辞中提到,2021年是一个全新的开始。它既是中国全面脱贫后的第一个年头,也是“十四五”规划的开局之年。与此同时,新冠肺炎疫情使实现可持续发展目标的努力受到重挫,全球发展面临前所未有的挑战。我们更加需要发挥文化的力量克服危机。夏泽翰教授也特别感谢了中国青少年发展基金会梅赛德斯-奔驰星愿基金十五年以来的长期支持,并共同揭幕合作纪念牌。

会上,夏泽翰教授与项目合作单位、专家和遗产地代表共同发布了《中国世界遗产地能力建设手册》系列出版物。这一系列出版物作为项目三期的重要成果之一,凝聚了权威机构和专家的学术研究,以及世界遗产地、非物质文化遗产传承人和当地社区多年试点活动积累下的经验和案例,在中国语境下提供了关于有效管理和利用文化和遗产以促进可持续社会经济和环境发展的前沿知识和优秀实践,有望为中国四万六千余名遗产保护管理专业人员提供有益参考,并激发关于文化和可持续发展的更广泛对话和探索。

在会议之余,与会者参观了项目三期成果图片展和可持续生计产品展览,并欣赏了创意歌舞展示。此次会议不仅总结了项目三期成果,宣告了四期的启动,也为项目所联结起的政策制定者、专家学者、遗产地管理人员、非遗传承人和私营部门等各个相关方搭建起了直接的对话平台,为项目四期工作的顺利开展奠定了坚实的基础。

Joining Hands for Rural Revitalisation through Culture and Heritage
Launch of UNESCO - China Youth Development Foundation Mercedes-Benz Star Fund “Conservation and Management of World Heritage Sites in China” Phase IV (2021-2024)
In the morning of 15 October 2021, the UNESCO - China Youth Development Foundation Mercedes-Benz Star Fund “Conservation and Management of World Heritage Sites in China” Phase III Achievement Release and Phase IV Launching meeting took place in Songtao Miao Autonomous County, Guizhou Province. The meeting was co-hosted by Songtao Miao Autonomous County Government, Suzhou Art and Design Technology Institute and Tongren Municipal Bureau of Culture, Sport, Broadcasting and Tourism, and supported by the Guizhou Province Culture and Tourism Department, and Tongren Municipal People's Government.
Professor Shahbaz Khan, Director of UNESCO Beijing Office, mentioned in his opening remarks that 2021 is a year of new beginnings. It is the first year that China is free from extreme poverty and the opening of the 14th Five-Year Plan. At the same time, world stands at a critical moment to deliver on 2030 Agenda due to the global pandemic. More than ever, we need the power of culture to overcome these challenges. Professor Khan also expressed gratitude towards the 15 years of committed support of China Youth Development Foundation Mercedes-Benz Star Fund, and jointly unveiled the plaque of recognition.
Mr. Wei Bo, Director of Development Division of the Intangible Cultural Heritage Department of Ministry of Culture and Tourism, Ms. Xiao Li, Director of World Heritage Division, Department for the Protection of Monuments and Sites (Department of World Cultural Heritage), National Cultural Heritage Administration, Ms. He Lu, Deputy Director of Natural Park Division (Natural Heritage Management Division), Department of Natural Protected Areas Management, National Forestry and Grassland Administration, Mr. Zhang Yong, Director of Guizhou Province Cultural Heritage Administration, Ms. Yang Yun, Party Group Member and Vice Mayor ofTongren Municipality Tongren Municipal People’s Government, and Ms. Liao Dongmei, Deputy County Governor of Songtao Miao Autonomous County, attended the meeting and delivered opening remarks.
During the meeting, Professor Khan also jointly launched the China World Heritage Capacity Building Manuals publication series with partner agencies, experts and site representatives. As a key output of Phase III, this publication series is built upon solid research by leading institutions and experts, and years of experience accumulated from field-based pilot activities in collaboration with World Heritage sites, living heritage bearers and local communities. It shall provide potential reference and guidance for the community of over 46,000 heritage conservation and management professionals in China, and will inspire new conversations and explorations on culture and sustainable development.
In the “Heritage Conservation for Rural Revitalization Forum” that followed, experts from Guizhou Province Intangible Cultural Heritage Safeguarding Centre, Suzhou Art and Design Technology Institute, Sun Yat-sen University, Communication University of China, Beijing Normal University and International Bamboo and Rattan Organisation engaged in a constructive dialogue on promoting rural revitalisation through culture and heritage in the new era via a variety of perspectives, including living heritage safeguarding, heritage education, creative communication, youth participation, indicator application, carbon neutrality and green development. Representatives from sustainable livelihood pilot sites during Phase III, including Sichuan Giant Panda Sanctuaries, Shilin, Chishui and Songtao, also shared their sustainable livelihood achievements and future prospects.
Alongside the meeting, participants viewed the Phase III achievement photograph exhibition and sustainable livelihood products exhibition, and appreciated a creative music and dance performance of Miao ethnicity. In addition to announcing the achievements of Phase III and the launching of Phase IV, this meeting also strengthened the direct dialogue platform between policymakers, experts, site managers, living heritage bearers and the private sectors that are brought together through the project, and laid a solid foundation for the smooth implementation of Phase IV activities.
